Seems excessive. How would you manage the access? Based on credentials? Normally if you develop a webpage, you do it on a test server that is not indexed by search engines and nobody knows about it, unless you tell them. This way only informed people have immediate access to the work in progress without any hassle with passwords, credentials and such. And if you don't want anybody to access it, you do it in a closed environment.
